There you have it. The power of Drupal -an Open Source in general- is that there is no master plan. Many tiny little footsteps make the road easier to walk then giant 7 mile steps. Since we all know that the 7 miles aproach will lead you to slow closed developement that will be late and small steps make it possible to go back a small step as well.
